  1. Step One: The United States would first need to weaken Russia's national and military power. It would do this by using Ukraine to provoke a proxy war. The United States knows that Russia would not allow Ukraine to join NATO, and NATO would not accept a former Soviet ally. However, the U.S. would still pretend to be willing to accept Ukraine into NATO. Russia, feeling threatened, would then initiate a "special military operation," falling into the trap set by the United States.

  2. Step Two: After shifting the blame for starting the war onto Russia, the United States would unite with its allies to claim the moral high ground. It would impose strict economic sanctions on Russia and provide military assistance to Ukraine. The military aid to Ukraine would gradually escalate from basic ammunition to main battle tanks, armored vehicles, and long-range cruise missiles, following a "boiling frog" strategy.

  3. Step Three: The United States would deploy air power to the Ukrainian battlefield, along with deep involvement of U.S. and NATO military forces. This step is currently underway, with the United States authorizing allies to provide second-hand F-16s to Ukraine to enhance its ability to contest air superiority.
